In 1853 The New South Wales Legislative Council recommended establishing a general assembly of the colonies to deal with tariffs, railways, gold licences and lighthouses, but this was not accepted by Victoria, Tasmania or South Australia.

In 1853, the last convicts were transported to Tasmania.
