Britain’s Colonial Secretary proposes a federal system

In 1847 Britain’s Colonial Secretary, Earl Grey, proposed a cooperative federal system for Australia with a federal general assembly responsible for tariffs and customs duties.

Grey abandoned his proposals, however, when they were met with opposition in the colonies.
